Dismiss a non-blocking notification by id

/api/v1/{tenantId}/notifications/{notificationId}/dismiss
Removes the notification from the RevoCore-side recent buffer. Returns removed: true when this call dismissed it. Idempotent: dismissing an unknown or already-dismissed id returns success with removed: false. A notification that still offers recovery actions is refused with 409 and left in place; resolve it by choosing one of its recovery actions.
Plugin API access: this operation accepts a plugin JWT (PluginBearer) for its own tenant.
